Super Bowl LV Not A COVID-19 Super-Spreader ... Officials Say

Dr. Fauci is gonna sleep well tonight -- officials in Florida have determined Super Bowl LV was NOT a hotspot for COVID-19 ... with just 53 confirmed cases reported in the weeks following the game.

The Hillsborough County health department in Florida released its preliminary report on Super Bowl-related COVID-19 cases on Wednesday ... with chief epidemiologist Michael Wiese announcing case levels were just "a little bit higher" compared to the rest of the state.

Wiese says that small spike was believed to be a result of house parties and gatherings at restaurants and bars -- NOT fans in attendance at the game.

"While we didn’t really have a lot that was associated directly with the Super Bowl, we do know that the community kind of celebrated and got together in response to the events, which did show some increase in the transmission during the weeks afterward," he said.

Super Bowl host committee president and CEO Rob Higgins says more than 280k fans and workers took part in the game and related activities ... but just 1 out of every 4,700 attendees reported a positive test for COVID-19.

During that same time, the health dept. reported 1 in every 99 citizens in the county tested positive for COVID-19.

"Plain and simple, our collective job was to work together to mitigate risk, and the results shared today show that's what happened," Higgins said. "The Super Bowl was not a super-spreader."

Of course, there's obviously a chance some fans went untested or chose not to reveal their positive tests ... so take it with a grain of salt.

Paris Hilton 'So Proud' Utah Bill Passed ... Protects Kids from Abuse

Paris Hilton's feeling proud and thankful about the passing of a Utah bill she testified to support, calling it a huge step in the right direction for survivors like herself.

As you'll recall ... Paris testified last month about the alleged abuse she suffered while attending Provo Canyon School as a teen in the '90s, and she says Utah's Senate Bill 127 passing makes much of what she went through back then illegal.

SB127 prohibits Utah's youth treatment centers from certain punishments of children, such as denying food or water, spanking, hitting, or other treatments "intended to frighten or humiliate."

Paris says this includes strip-searches, seclusion, use of chemical restraint and peer restraint and gender-based discrimination ... and adds that the bill does so much more to ensure the well-being of thousands of kids in these Utah facilities.

She says back when she was at Provo she dreamed of making a difference like this, adding ... "The teenage version of me would be so incredibly proud to know I accomplished my goal of protecting youth who are experiencing abuse in the name of treatment. Survivors, this is a BIG step towards systemic change!"

Paris also thanked Utah lawmakers for "listening to us survivors, prioritizing this issue, and taking the necessary steps to protect our future generations."

Utah State Senator Mike McKell has sent appreciation back to Hilton, thanking her for bringing attention to the issue ... adding the reform is "long overdue."

Kim and Kanye Divorce She May Get Hidden Hills Mansion ... It's Best for the Kids

Kim Kardashian and Kanye West are giving their children some much-needed stability during their divorce ... Kim may be keeping their 4 kids in the only home they've ever known.

Sources close to the former couple tell TMZ ...  Kim has been staying with their kids in the family home in Hidden Hills ... and that may be permanent as well.

It's an interesting decision for several reasons. Kanye designed the home ... it's pretty spectacular though very austere -- almost museum-like. You might think Kanye would want to keep the home since it's a multi-year passion project of his, but the fact is Kanye doesn't have any real ties to that area. On the other hand, most of Kim's family live within a block of her in the same community, and family is important to the kids in the middle of the divorce.

We're also told Kim really likes the house, so it's not like she wants to pick up stakes and move.

It's unclear where Kanye will take up his permanent residence, but it's no secret Wyoming has pretty much become his home over the last few years ... it's where he's got a massive ranch, and where he moved his Yeezy brand.

TMZ broke the story ... Kim filed to divorce Kanye last month after nearly 7 years of marriage, and we're told the split is amicable.

As we first told you ... Kim's asking for joint legal and physical custody of the kids, and Ye is fine with the joint custody arrangement and they're both committed to co-parenting. Joint custody doesn't necessarily mean a 50/50 split -- it can be whatever the parents agree to, and Kim's expected to continue caring for the children the lion's share of the time ... in Hidden Hills.

Elon Musk Hey, Texas ... Let Me Start My Own City -- Starbase!!!

Elon Musk hasn't taken over the world yet but, for now, he'll settle on taking over a piece of Texas ... 'cause he approached officials about founding his own city and calling it Starbase.

The Tesla chief and SpaceX honcho is so serious ... he hit up Cameron County, Texas officials about incorporating the City of Starbase, Texas. It's familiar territory for him ... SpaceX has a private launch site and rocket production facility there.

The idea is ...the rocket man will expand the unincorporated region currently known as Boca Chica Village. His plans aren't all that far-fetched ... county judge Eddie Treviño, Jr. has now weighed in, saying, "If SpaceX and Elon Musk would like to pursue down this path, they must abide by all state incorporation statutes. Cameron County will process any appropriate petitions in conformity with applicable law."

That's politics talk for ... go for it, but you'll play by our rules. Elon's ambitions know no bounds. He previously tweeted about founding Starbase ... adding the town's leader "shall be The Doge" ... a nod to the cryptocurrency DogeCoin he backed last month.

Elon's slowly but surely making his mark in the Lone Star State. For starters, he said last December he was moving from California to Texas ... and SpaceX has other facilities in Brownsville and McGregor.

What's more ... his company reportedly wants to break ground on a new manufacturing facility in Austin ... and his other company, The Boring Company, went on a hiring spree in the Austin area back in November.

Mariah Carey Sued by Estranged Brother ... Over Book's Violence Claims

Mariah Carey's estranged brother says she's falsely accusing him of being a violent person ... so now he's suing her over the claims she made in her memoir.

Morgan Carey claims in new legal docs obtained by TMZ ... Mariah damaged his reputation when she wrote about an allegedly violent struggle he had with their father, and an alleged attack against their mother, in her 2020 book, "The Meaning of Mariah Carey."

According to the suit, Mariah's book includes a passage that reads ... "It took twelve cops to pull my brother and father apart. The big bodies of men, all entangled like a swirling hurricane, crashed loudly into the living room. I was a little girl with very few memories of a big brother who protected me. More often, I felt I had to protect myself from him, and sometimes I would find myself protecting my mother from him too."

Morgan says her description of the struggle paints him as a violent man ... he claims actual fights with his father never happened when Mariah was a child. In any event, he says there's no way 12 cops would respond to a domestic violence report.

According to the docs, Mariah's book also alleges ... "Suddenly there was a loud, sharp noise, like an actual gunshot. My brother had pushed my mother with such force that her body slammed into the wall, making a loud cracking sound."

Morgan claims this is another lie ... he claims tons of folks witnessed the "deep affection" between him and his mother -- and he adds, Mariah contradicted herself later in the book when she recounted her mother once saying, "Morgan is the only one I love."

He's suing his baby sis for defamation and intentional infliction of emotional distress, and it looks like he wants big damages.

Kellen Winslow Jr. Sentenced To 14 Years In Prison ... Judge Blasts Ex-NFL Star

Kellen Winslow Jr. is now slated to spend the next decade-plus behind bars ... a judge sentenced the ex-NFL star to 14 years in prison Wednesday, and blasted him in the process.

The former Cleveland Browns Pro Bowler appeared in a San Diego-area courtroom via video conference for a sentencing hearing in his rape case ... but did not comment.

The judge in the case did, however ... saying Winslow can be described with "two words and that is sexual predator."

The judge continued by saying the 37-year-old ex-tight end preyed on his victims because of their ages and their living situations ... and that Winslow thought he "would get away with it."

As we previously reported, Winslow was accused of sexual misconduct -- including multiple allegations of rape -- by 5 different women.

He was initially hit with 12 charges over the allegations ... and faced up to life in prison if convicted on all counts.

But, a jury in 2019 found him guilty of several charges, and Winslow cut a plea deal on the remaining charges to avoid further prosecution and help secure a lighter sentence.

Winslow Jr. -- son of Hall of Fame tight end Kellen Winslow Sr. -- played 9 years in the NFL from 2004 through 2013.

Gov. Cuomo Sticks to Denial of Inappropriate Touching ... Says He Won't Resign

Governor Andrew Cuomo is emphatically denying touching anyone inappropriately amid sexual harassment allegations ... and a new photo of him grabbing a woman's face.

The Gov. of NY held his first news conference Wednesday since former staffers, and others, accused him of making them feel incredibly awkward -- including claims he gave a woman an unwanted kiss, put hands on the face of another and asked super personal questions of a third.

Cuomo insists he never made inappropriate contact with anyone -- doubling down on his denial from a statement he put out over the weekend. With that said, he did once again acknowledge he might've been a little too chummy for comfort at times.

Still, he says he had no ill intent and didn't know he was making folks uneasy. Cuomo apologized for any times that might've happened.

He also said he completely supports a woman's right to come forward with their truths, and restated his commitment to cooperate with an independent investigation. New York's Attorney General has called for a third party to run the probe.

The first piece of physical evidence publicly presented against Cuomo was a 2016 video, resurfaced last week, showing him jokingly telling a reporter to "eat the whole sausage" in front of him at the New York State Fair. That woman isn't an accuser, but many found the video cringe-worthy in light of the allegations.

The NYT also published a photo of Cuomo pawing at the face of Anna Ruch at a wedding reception in 2019 ... during which time she claims he asked if he could kiss her. On Wednesday, Cuomo addressed the pic, saying he's touchy-feely with a lot of people -- including men -- and he meant nothing by it.

Cedric The Entertainer Bill Cosby Still Deserves Credit ... For Helping Black People

Bill Cosby's contributions to Black culture cannot be ignored just because his legacy's tarnished ... that's what Cedric The Entertainer believes anyway.

According to the comedian, Cosby was THE role model for Black people for so many years -- paving the way for others to follow his lead -- so it's impossible to ignore the positive impact he's had on the community.

Cedric lists many examples of how the guy once referred to as "America's Dad" was a trailblazer not only in entertainment, but in life ... and even suggests today's moguls like Jay-Z and Tyler Perry have Cosby to thank for their status.

Cedric's remarks come after he shared a video series called "Black History in Comedy" -- in which he gave props to comedians like Bernie Mac, Richard Pryor and Eddie Murphy along with Cosby.

Ced makes it clear his feelings have nothing to do with Cosby's current situation -- as you know, Cosby's currently in prison for a sexual assault conviction -- and he's not pushing for redemption.

The comedian seems to simply believe the good should be taken with the bad when it comes to Cosby, and he's able to compartmentalize.

Cosby's responded to Cedric already on Twitter, saying ... "I plan to do more, too. Thank you very much for feeling, knowing & keeping the legacy alive through your great work."

Cosby's rep, Andrew Wyatt, tells TMZ ... he has another not-so-humble message for Cedric, which is that ... "Cedric is a king of comedy but I'm the original king of comedy. When I get out -- I can't wait to show him how's it done."

Will Smith says his encounters with blatant racism all involved pure stupidity -- as in, really stupid people, but he also has a theory about smart racists.

The actor dished on the 'Pod Save America' podcast, in which he discussed his experience with racism both before and during his time in Hollywood ... all with the backdrop of a new Netflix series he produced about the 14th Amendment, 'Amend: The Fight for America.'

Will was asked about how his own personal run-ins with prejudice helped steer the project, and he didn't hold back ... saying he'd been called the n-word to his face at least 5 times before.

Then, Will got a bit philosophical ... saying everyone who'd said that to him wasn't very bright -- which he chalked up to ignorance. But, he goes on to distinguish that form of racism from its ugly "twin" ... evil.

Watch the clip to see how Will phrases it, but essentially ... he's saying ignorance can be treated with education, but there's no easy fix for evil, if that's what's at the core of someone's racism.

It's a fascinating conversation, worth checking out in full ... and so is Will's doc, 'Amend.'

Tiger Woods Crash Officials Get Warrant to Retrieve 'Black Box' ... From Wrecked SUV

Investigators in the Tiger Woods crash have obtained a search warrant to pull the "black box" from the SUV the golfer wrecked on Feb. 23 ... but it's still very unlikely he'll be charged with a crime.

The L.A. County Sheriff's Dept. confirmed the warrant to USA Today -- but insisted it was a "routine part" of a typical crash investigation and does not make it any more likely officials will hit the 45-year-old with criminal charges.

A car's black box usually contains information about the vehicle's speed at the time of a collision. It can also show if brakes were applied, airbags were deployed, seatbelts were worn, etc.

“We’re trying to determine if a crime was committed,” Sheriff’s Deputy John Schloegl told USA Today ... "If somebody is involved in a traffic collision, we’ve got to reconstruct the traffic collision, if there was any reckless driving, if somebody was on their cell phone or something like that."

"We determine if there was a crime. If there was no crime, we close out the case, and it was a regular traffic collision."

Sheriff Alex Villanueva previously said Tiger will NOT face criminal charges -- and suggested the worst thing that could happen is Woods gets hit with an infraction if investigators determined he was driving while distracted.

"We do not contemplate any charges whatsoever in this crash," Villanueva said last week ... "This remains an accident. An accident is not a crime."

Both Villanueva and Schloegl have said there is no evidence to support the theory Tiger was impaired while he was behind the wheel on Feb. 23 ... which is why officials never made a concentrated effort to obtain a blood sample.

Woods was severely injured in the wreck -- requiring major surgery to repair multiple fractures in his right leg.

He is still hospitalized in Los Angeles. No word on when he's expected to be released.

Meghan Markle I'm No Bully ... She Denies Claims, Royal HR Team Investigating

10:45 AM PT -- The Queen's people say they are "clearly very concerned" about the allegations against Meghan ... and the HR team's looking into them.

According to Buckingham Palace ... staff members, current and former, involved at the time of the alleged bullying outlined in reports "will be invited to participate to see if lessons can be learned."

It adds that the Royal Household "does not and will not tolerate bullying or harassment in the workplace."

Meghan Markle says she knows what it's like to experience bullying, but denies dishing it out ... something Kensington Palace staff have accused her of doing.

According to a spokesperson for Meghan and Prince Harry ... "The Duchess is saddened by this latest attack on her character, particularly as someone who has been the target of bullying herself."

The spokesperson says Meghan's "deeply committed to supporting those who have experienced pain and trauma" and is "determined to continue her work building compassion around the world and will keep striving to set an example for doing what is right and doing what is good."

All this comes in response to UK reports Tuesday the Duchess faced a bullying complaint in October 2018 -- made by her former communications secretary, Jason Knauf.

Meghan allegedly drove 2 personal assistants out of her household with her treatment, undermined the confidence of another worker and would occasionally reduce staff to tears ... according to the reports.

A report from The Times also claims that during a trip to Fiji in 2018, Meghan wore earrings that were a wedding gift from Crown Prince Mohammed bin Salman of Saudi Arabia ... the same man who has been accused of allowing the murder of journalist Jamal Khashoggi.

A spokesperson for Harry and Meghan called the recent bullying report a "calculated smear campaign" by Buckingham Palace against the couple, and said it was no coincidence the report came out just days before their sit-down with Oprah.

A royal source reportedly told MailOnline the recent allegations were in no way an orchestrated attack, and that aides are currently focused on the declining health of Prince Philip.

Despite what The Palace has said, it's hard not to question the timing of everything -- Meghan and Harry's potentially explosive sit-down interview with Oprah about dealing with the Royal Family and the British media is set to air Sunday.

The Duke and Duchess also recently made it official they will not be returning to their roles as senior royals after stepping back from their duties last year.

If you wanna be Donald Trump's neighbor, the family's unloading a Palm Beach pad that comes with entry to Mar-a-Lago -- but normie MAGA supporters need not apply.

An LLC linked to the former President has listed this yuuuuuge 10,455-square-foot home for $49 million. The beachfront, half-acre property comes with the coveted Ocean Blvd address, 8 bedrooms, 8.5 bathrooms and, of course, sweeping ocean views.

It's right across the street from Mar-a-Lago -- IF rubbing elbows with 45 is your thing -- and the buyer gets membership to the club. However, signs in the sky are not included.

Guy Clark, a real estate agent with Douglas Elliman, told Bloomberg, "Because of its proximity and its lack of privacy, it would probably be a difficult thing to sell to someone who's not a Trump supporter."

Know your market, for sure.

The house was previously owned by Trump's sister, Maryanne, who sold it to Trump's LLC in 2018 for $18.5 mil. Eric and Donald Trump Jr. reportedly put money into the property and rented out the remodeled crib for $100k per month before putting it on the market.

Texas Ending Mask Mandate Most Celeb-Owned Businesses Breaking from Gov Abbott

Celebrities who own businesses in Texas aren't ditching mask mandates and COVID safety protocols just because Gov. Greg Abbott says it's now cool to do so ... but there's a notable outlier.

Gov. Abbott lifted Texas' statewide mask mandate Tuesday and allowed businesses to go back to full capacity, so we contacted joints with celeb connections to see if they were following suit ... and most told us they're NOT on the same page as the Guv.

Gwyneth Paltrow's folks at Blo Blow Dry Bar tell us there are still concerns about the ongoing pandemic and the biz will continue insisting clients wear masks and follow all other safety measures that were already in place.

A bunch of restaurants -- Pat Green's The Rustic, Guy Fieri's Guy's Taco Joint and Pudge Rodriguez's Pudge's Pizza -- tell us they will continue to follow all COVID protocols.

Meanwhile, at the state's Rock & Brews locations, owned by KISS, customers will have the option to mask up ... and there will no longer be capacity limits.

Over at Buddy Valastro's bakeries, we're told there's been no final decision on going with or against Gov. Abbott ... so masks are still required in the meantime.

Randy Rogers is playing a different tune ... he's partnered with ChopShop Live, and the restaurant will follow Abbott's lead and stop requiring masks or other COVID safety protocols.

Vanessa Bryant On Life After Kobe & Gianna 'This Pain Is Unimaginable, Must Move Forward'

Vanessa Bryant is opening up about her life after the deaths of Kobe and Gianna -- admitting, "This pain is unimaginable [but] you just have to get up and push forward."

"Lying in bed crying isn't going to change the fact that my family will never be the same again," Vanessa told People.com ... "But getting out of bed and pushing forward is going to make the day better for my girls and for me. So that's what I do."

Vanessa has kept very busy in the year after Kobe and 13-year-old Gianna passed away in that tragic helicopter crash -- taking the reigns on various projects Kobe had been working on in both entertainment and charity.

She worked with author Ivy Claire to complete Kobe's novel for young adults, "Epoca: The River of Sand" -- which dropped back in December.

And, she's been a force with Kobe's non-profit organization -- relaunching it as the Mamba & Mambacita Sports Foundation, with the mission of helping "underserved athletes and women in sports."

Vanessa says Kobe and Gianna serve as her inspiration to "keep going" -- "They inspire me to try harder and be better every day. Their love is unconditional and they motivate me in so many different ways."

Now, as Vanessa moves forward with her 3 daughters -- 18-year-old Natalia, 4-year-old Bianka and 1-year-old Capri -- she leans on her family to "give me strength."

Sofia Vergara Ex-Fiance Can't Use Her Embryos Without Her Consent, Court Rules

Sofia Vergara just won a huge victory in her years-long battle with an ex over their frozen embryos -- a judge permanently blocked Nick Loeb from using them with a surrogate.

The 'Modern Family' star won big in L.A. County Superior Court, where Nick Loeb had been fighting tooth and nail for permission to bring the embryos to term, even going so far as trying to take custody of them through a trust ... and giving the fertilized eggs names in a lawsuit.

Welp, the judge said that ain't gonna happen ... at least not without Sofia's consent. The judge granted a permanent injunction -- saying the contract they both signed with a fertility clinic back in 2013 remains valid.

Because of that, the court said Nick can't try to use the embryos for his own purposes and give them rights -- which he tried to do in a Louisiana court, essentially arguing the embryos should be recognized as people with rights.

He recently got shot down there as well -- and now, he's lost again in L.A., where this whole mess started not too long after he and Sofia split in 2014. With the order in place and the original contract upheld, Nick will have to get Sofia's consent for anything having to do with the embryos.

Of course, Sofia's married to Joe Manganiello now ... and only has one child to date from a previous relationship.

Donald Trump AIP's Pick for 2024 If He Decides to Run ... Republicans Be Damned!!!

Donald Trump's got a home outside the GOP if they ditch him in 2024 -- namely the American Independent Party ... which says he's their guy, assuming he runs for POTUS again.

AIP chairman Markham Robinson tells us he and his party cohorts are dead set on nominating Trump to head up their ticket for the next presidential race ... that is, if Trump decides to have another go at it.

There's still a lot of time to see how things officially play out, but Markham made clear he and the AIP leaders were more than enthusiastic at Trump's apparent desire to stay in politics, which he strongly hinted at during his CPAC speech this past weekend.

In Markham's eyes, DT is the perfect guy to lead their party -- for starters, they're notoriously far-right ... and support a limited role in government, tax cuts and are pro-life. Just take a look at his MAGA supporters ... and you can see how some see it as a good fit.

The American Independent Party's first presidential nominee was segregationist George Wallace. Another segregationist, Lester Maddox was also the party's standard-bearer in the '70s.

Of course, the AIP also nominated Trump and Pence in 2016 -- which Republicans obviously didn't support, especially in California ... the only place they're currently recognized on the ballot. Markham says they're working on expanding their reach nationwide, hopefully in time for 2024.

As for whether Trump himself wants any part of Markham and Co. ... probably not. He was firm in his remarks at CPAC about sticking with the GOP, saying he wasn't jumping ship to start his own thing. Presumably, that means he ain't itching to run over to the AIP either.

We've seen this before with these guys ... they can nominate whoever the hell they want, even if that person doesn't publicly agree or acknowledge. Just ask Kanye about that ...

Still, the AIP is there for Trump if Republicans go with another guy (or gal) in 4 years. Always good to have a backup option, right???
